• Violations on the rise: Under federal law, nursing homes are required to be inspected every 9 to 15 months. Over the past three survey cycles, state inspectors have cited Maryland ManorCare homes for 509 violations, including failure to prevent or treat bedsores and failure to make sure residents are safe from serious medication errors. During the last three survey cycles, the number of federal health standards violations in Maryland ManorCare homes has increased 43 percent.

• Inadequate staffing:  In a 2001 study prepared for the Centers for Medicare and Medicaid Services, experts identified a staffing threshold below which quality of care was compromised. Staffing at all 14 ManorCare nursing homes in Maryland fails to meet that threshold.
